Minutes of Meeting
Tuesday, October 20, 2015
Members Present: Michael Paveglio, Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard
Others Present: Richard Moore, Cori Casey, Lucille Noel, Ann Davis, Alan Mayville and other members of the public.
Call to Order: Mr. Paveglio called the meeting to order at 6:30pm
Appointments:
Cori Casey – Deer Run Road
Mr. Paveglio stated that the Town Administrator did some research and spoke with the Town Attorney. The Board cannot allow you to do anything on that piece of land. It is not owned by the town it is owned by all of the property owners in that subdivision. You would need to get every resident in Five Hill Estates to say yes to you building on that parcel.
Mr. Casey stated that the only question I have for you with regards to turnaround for the Town vehicles is can the original 70 foot hammer head be abandoned?
Mr. Paveglio stated that as long as the Fire Department and Highway Department agree to what you are going to do that would be fine.
Mr. Casey stated that I am ok with using my driveway as well as utilizing the ROW there may be enough space for the turn around. This would be past my house with the opening on the left. This would be 16 feet of the ROW and with the 18 foot roadway that should be enough. Matt Cole stated that the Concord Fire Department uses 35 feet to turnaround.
Consensus of the Board was as long as the Highway Department and Fire Department are ok with the turnaround then the Board is as well.
General Business/Board Discussion:
Fund Balance Policy
A motion was made by Mr. Paveglio and seconded by DeBold to approve the Fund Balance Policy as written with one exception the date on the front page be changed. Motion Passes
Investment Policy
A motion was made by Mr. Paveglio and seconded by Mr. DeBold to approve the Investment Policy as written. Motion Passes.
Health Insurance Agreement
A motion was made by Mr. Paveglio and seconded by Mr. DeBold to sign the Health Trust Agreement of Services. Motion Passes.
Assessing Contract
Mrs. Pinard reviewed the proposed 3 year General Assessing Contract received from Avitar for January 1, 2016 through December 31, 2018. The original RFP allowed for a three year extension of the contract. The contract amount for each year is $8,400 with no increases for the life of the contract. This is only a $400 increase over what we are paying currently and is still below some the bids that were received two years ago.
A motion was made by Mr. DeBold and seconded by Mr. Paveglio to enter into a three year contract with Avitar for the dates of January 1, 2016 – December 31, 2018 for general assessing services in the amount of $8,400 per year. Motion Passes
Welfare Donation
A motion was made by Mr. Paveglio and seconded by Mr. Paveglio pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $500.00 received from Lorrie and Dominic Ambrose to support the welfare baskets. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to enter into non-public session under RSA 91-A:3 II (a). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.

Being no further discussion, a motion was made by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 7:35pm. Motion passes.
